MINUTES
DECEMBER 21, 2010
Regular session of New Boston Village council was called to order at 6:30 p.m. James Warren, Jr., President of Council, presided over the meeting. The roll was called with the following members of council being present: Mr. Fetty, Mr. Williams, Mr. Payton, Mr. Mills, Mr. Imes and Mr. Salyers.
Pledge of Allegiance/silent prayer
Mr. Williams made a motion to amend the minutes from December 9, 2010 to change members present from Mr. Payton to Mr. Imes. Mr. Mills seconded the motion. All members concurring, Mr. Warren delcared the motion carried. After the amendment, Mr. Mills made a motion to accept and file the minutes from December 7, 2010 and December 9, 2010. Mr. Williams seconded the motion. All members concurring, Mr. Warren declared the motion carried 6-0.

No presenting and acting on petitions: none
Reports of:
James Warren, Mayor - reported after receiving a letter from Chief Bender concerning Firefighter/Trainee Brandon Reinhardt completing his one year probationary period, he is recommending that council confirm his appointment as Firefighter for the New Boston Fire Department. Mr. Mills made a motion for the appointment. Mr. Payton seconded the motion. All members concurring, Mr. Warren declared the motion carried.
Lana Loper, Clerk - presented report for November, 2010. Mr. Fetty made a motion to accept and file the report. Mr. Williams seconded the motion. All members concurring, Mr. Warren declared the motion carried 6-0.
Kathy Bender, Treasurer - no report but thanked everyone helping with the parade.
Walter Lytten, Legal Counsel - absent
Steve Hamilton, Village Administrator - he and the service department thanked everyone for the one time pay increase.
Theda Aldridge, Income Tax Director - absent
Darrold Clark, Chief of Police - presented report dated December 21, 2010. Mr. Williams made a motion to accept and file the report. Mr. Mills seconded the motion. All members concurring, Mr. Warren declared the motion carried 6-0.
Chief Bender, Fire Chief - congratulated Brandon Reinhardt for his appointment and thanked council on behalf of his department for the one-time pay increase.
Reports of Chairmen of Committees:
Junior Williams, Laws and Finance - none
Ralph Imes, Streets & Alleys - asked that the signs posted around the village regarding a store closing be removed. Mr. Hamilton stated they would be removed tomorrow. Reported snow piles are blocking views of traffic on the corners of the 3300 block of Rhodes.
Mike Payton, Utilities & Communications - poles are going up but has stopped until next week. This will just be a process we have to deal with for traffic.
Jon Mills, Flood & Sewage - none
Terry Salyers, Wage & Salary Study - none
Dan Fetty, Lands & Buildings - none
Reading of Ordinances and Resolutions:
An ordinance was read transferring amounts in the various funds of the village and declaring an emergency. Mr. Fetty made a motion requiring an ordinance or resolution of a general or permanent nature involving the expenditure of money be read on three separate dates be suspended. Mr. Mills seconded the motion. The roll was called. The voting results are as follows: ayes-6. Mr. Payton moved Ordinance No. 46-10 be adopted. Mr. Mills seconded the motion. The roll was called. The voting results are as follows: ayes - 6.
New Business:
Mr. Imes - stated it has been a pleasure to serve his first year on council and looking forward to the next year. Wished everyone a Merry Christmas.
Mr. Mills - hopes everyone enjoys time with their families and has a Merry Christmas.
Mr. Salyers - asked about lights a Lakeview. Mr. Hamilton reported have are ordered and will be in 3-4 weeks.
Mr. Fetty - bragged on the Christmas parade and thanked everyone who participated. Asked about updates regarding Infra Metals. Mr. Warren said it would be in the spring before any other news was announced. Thanked Police, fire and service departments for their hard work this year.
Mr. Payton - congratulated Brandon Reinhardt. Thanked everyone who helped in the parade. He reported it was bigger and better than expected. Christmas toys will be delivered tomorrow from Santa. Reported he was proud of our small group for the three things we do at Christmas-the breakfast with Santa, toy delivery and parade. Thanked the entire community. Mr. Warren reported the bikers had collected about $20,000-$10,000 went to Portsmouth. They are willing to collect next year and they also brought in toys. Thanks them very much.
Mr. Williams - thankful for the toy program and thanks to all for wrapping the gifts, loading and delivering. Thanked all committees for their time, police, fire, service departments and all other employees for a good year. Also thanked the residents, churches and businesses for decorating for the holidays for everyone to enjoy. Wished everyone a very Merry Christmas and a Happy New Year.
Mr. Warren reported the offices will be closed this Friday and next Friday for the holidays.
There being no further business, Mr. Mills moved the meeting be adjourned. Mr. Fetty seconded the motion. All members concurring, Mr. Warren declared the meeting be adjourned at 6:55 p.m.
